		<description>There are a myriad of reasons for layoffs - failure of management being one.  But I also think that HR is progressing to a point at the table.  The company has to be open to hearing the perspective, and once the ear has been granted HR had better be willing to speak up with some business savvy suggestions.  

I completely agree with you on your last sentence, but sometimes it's the external evil that catches everyone off guard.
